Contemporary conditions after three decades of independence in which we live in the Epoch of Might and Happiness inspire us to attain the great deeds and prosperous future.
Turkmenistan gained its independence on October 27, 1991 which was crucial date for the sake of Turkmen nation. By the foresight initiatives of the President of Turkmenistan Gurbanguly Berdimuhamedov has been successfully carried out the modification in the all the spheres such as politics, economics, science, education and culture. From the day of leadership, one of the main priorities of Arkadag was the development of Education system, as long as it is powerful tool in strengthening Turkmen State. In the year of independency in the Education system of Turkmenistan transformation have been implemented dynamically by the means of improving higher educational institutions, vocational schools, secondary schools and kindergartens. As National Leader underscored “Due to the introduction of new technologies into science, education and other fields of activity, the diversification of national economy implemented by innovative policy of independent neutral Turkmenistan is well-known worldwide as one of the harmoniously developing powerful states.” Over the past decades, new opportunities have been fulfilled in the education system of world has been developing through globalization and internationalization of national education system to study and develop for young generation in the international level.
One of the first steps from the day of the presidency of Turkmen Leader in Education system was adoption of Decree № 4610 in the 15th of February 2007, “On the improvement of education system in Turkmenistan” that lead to continue secondary school education up to 10 years.
From September 1, the Decree stipulated in to realization that secondary school education prolonged up to 10 years, higher education institutions continued their study up to 5 years, medical university and in specialty arts study up to 6 years.
The introduction of social studies and physical training into secondary school programs gave its fruitful results in upbringing and educating younger generation.
Consideration on improving the working and living conditions of teachers have been crucial essence for the Head of the State that reflected to the quality of education. In accordance with the Decree “On Improving the Education System in Turkmenistan” which was adopted on March 4, 2007 in order to increase the enthusiasm for their jobs and greatly facilitate the hard and arduous work of the teachers, they were financially motivated. Teachers’ annual workload reduced up to 850 hours in the higher educational institutes and 24 hours per week in secondary schools and vocational secondary schools that allowed to teachers spend extra time writing textbooks, preparing teaching aids, checking students’ textbooks, diaries, and conducting extracurricular activities.
On March 1, 2013, President of Turkmenistan Gurbanguly Berdimuhamedov signed the Decree “On Improving the Education System in Turkmenistan” that determined the formation of highly educated, broad-minded, talented, patriotic, inspiring, purposeful, hardworking personalities in youth. It was commissioned to ensure that students admitted to the school from the age of 6 under the twelve-year curriculum for 11 years. Twelve-year secondary schools program is divided into the following levels and categories: 1st – 4th forms of primary education; 5th -10th forms of basic secondary education; 11th– 12th forms of high school education.
The “Law on Education” adopted on May 4, 2013 in Turkmenistan serves as the methodological basis for school management. Advanced technologies have been intensively inculcated into educational system that gives opportunity to our young generation to be competent in the international arena. Besides, adopting “The Concept of Developing Digital Education System” on September 15, 2017 aimed at improving the quality of education system in Turkmenistan that provided essential date-base for the learners who are accessible e-learning, distance learning or blended learning, awareness of different internet platforms, e-libraries and newspapers that are available anytime and anywhere. Digitalization process in education system became indispensable part of in learning process as long as it is easy, beneficial and accessible for the youth. For instance, student can get large amount of information related to their subject from the portals and official websites of educational institutions.
In addition to Turkmen Leader adopted “Concept of improving the teaching of foreign languages” in 2018 in order to bring up high intellectual, creative, resourceful generation who will be able to fluently communicate in different foreign languages. From this point, in the all over Turkmenistan opened secondary schools specialized on languages, language centers and foreign language specialties. For instance, in the Turkmen State Pedagogical Institute named after Seyitnazar Seydi opened new specialties that are Chinese and Persian languages in foreign language and literature faculty, which prepares future teachers of Chinese and Persian languages. The implementation of the concept have been divided into three stages such as first stage developing state educational standards, explicit curricula and training programs, second stage is monitoring, and third stage is to create consistent and interrelated teaching foreign language.
During Independence years, wide range of educational buildings equipped with high technologies and necessary facilities have been built and given into utilization in order to bring up young generation up to new trends in science and education. From newly build higher educational institutions can be good example the International Oil and Gas University, International University for Humanitarian Sciences and Development, Oguz Khan University of Engineering Technologies, Institute of International Relations of the Ministry of Foreign Affairs, Turkmen State Institute of Economy and Management, Telecommunications and information Institute of Turkmenistan.
The 30th of anniversary of Independent Turkmenistan brings to Turkmen people joy and pride for the great deeds and progress that gained in our Motherland. Independent and permanent Neutrality is a crown on our head, felicity in our heart and blessing of our life, which enlightens and shows the way to our current and future generation.
