Within the framework of our “Intellectual Entrepreneurship” initiatives, our “Makul Dictionary” project, which was launched several years ago, was published in book form in September 2025 in the United States under the title Makul English-Turkmen Dictionary.
What, then, is intellectual entrepreneurship?
In brief, intellectual entrepreneurs are individuals who conduct their activities in compliance with the laws and business ethics of the country in which they live and operate. They do not limit themselves to earning lawful profit alone; rather, they allocate a certain portion of their income for the benefit of society. Their guiding principle may be summarized as: “Earn while being beneficial.”
The Makul Dictionary project was created within the framework of the Makul Hyzmat Translation Center during a period in which translation services were being provided in multiple languages. Our objective was twofold: on the one hand, to prepare a reliable reference resource for our translators; and on the other, to create a free and useful source for those wishing to learn English. Initially, we made the project accessible to the public through our website, www.makulsozluk.com, which provides services in Turkmen, English, Russian, and Turkish, as well as through its mobile applications.
Although we live in a technological era in which online publications are widespread, the enduring value of printed books continues to be preserved. The inclusion of our Makul English-Turkmen Dictionary in the library catalogs of Harvard and Stanford Universities, and the New York Public Library, among the most prestigious academic institutions in the world-, as well as articles written by internationally recognized professors, experts, and leaders of business councils regarding the significance of the Makul Dictionary, encouraged us to prepare a second volume of the project.
Our second book is not a dictionary, but rather a comprehensive English-Turkmen language handbook.
This handbook brings together essential topics for learners of English. It includes irregular verbs, idioms, phrasal verbs, prefixes, suffixes, root words, and 700 contextual examples used in daily life.
The Makul English-Turkmen Language Handbook begins with 266 of the most frequently used irregular verbs. These verbs are presented in three forms, together with their Turkmen translations. The book also contains more than 200 idioms, with explanations of their meanings. Each idiom is illustrated through English example sentences and accompanied by Turkmen translations.
In addition, the book includes more than 200 phrasal verbs, numerous commonly used prefixes and suffixes, and a wide range of root words. By making all sections of the book available for use in artificial intelligence systems, we hope that it will contribute to the development of the Turkmen language.
Like our Makul Dictionary, the Makul English-Turkmen Language Handbook is not the result of a single individual’s efforts. It was prepared through the coordinated and patient work of the editorial board listed on the first page of the book. I extend my sincere gratitude to each member of the board.

Dr. Dovran Orazgylyjov is a Turkmen lawyer who has been a licensed legal consultant in Turkmenistan since 2011. He is also one of the founders and the chief editor of the international journal Atavatan Turkmenistan. Dr. Orazgylyjov earned his bachelor’s, master’s, and doctoral degrees in law from Dokuz Eylül University in Turkey. In addition, he obtained a Master of Laws (LL.M.) degree from the University of California, Davis School of Law in the United States. He has also completed short-term programs at world-renowned universities such as Stanford University and Johns Hopkins University. He is the author of the book “Joint Ventures in the Context of International Direct Investments” published in Turkey, and a co-author of the book “Entrepreneurship: Law and Practice” published in Turkmenistan.
