In 2025, the friendly, fraternal, and strategic partnership between Azerbaijan and Turkmenistan developed significantly, becoming even stronger and broader on the basis of mutual trust and friendship. In line with the spirit of the Declaration on Strategic Partnership signed in 2017, the continued deepening of cooperation and the launch of mutually beneficial initiatives in new areas have taken on particular importance.
Azerbaijan’s Ambassador to Turkmenistan, Gismat Gozalov, stated this in an interview with AZERTAC.
He noted that the high‑level reciprocal visits, meetings, and events held throughout 2025 created a solid foundation for expanding cooperation across all fields, including the economy, energy, transport, transit, culture, humanitarian affairs, and social development. In July, the National Leader of the Turkmen people and Chairman of the People’s Council, Gurbanguly Berdimuhamedov, visited Baku and Karabakh, during which significant steps were taken to strengthen strategic cooperation and deepen the friendship between the two brotherly nations.
The diplomat emphasized that during this visit, a number of initiatives in the economic, energy, cultural, humanitarian, and social spheres were discussed, and new prospects for cooperation were identified.
“In August, President Ilham Aliyev visited the city of Avaza in Turkmenistan, where he took part in a high‑level trilateral meeting with the leaders of Turkmenistan and Uzbekistan. This created an important opportunity to expand regional cooperation and led to the signing of several key documents on mutually beneficial collaboration in transport and transit,” he said.
Gozalov also emphasized that events held in Gabala in October within the framework of the 12th Summit of the Organization of Turkic States further strengthened ties between the leaders of Azerbaijan and Turkmenistan. During the meeting between President Ilham Aliyev and Gurbanguly Berdimuhamedov, issues related to enhancing bilateral relations, future areas of cooperation, and regional initiatives were discussed in detail.
“The groundbreaking for a mosque built in the Azerbaijani city of Fuzuli—twin city of Arkadag in Turkmenistan—was held at the initiative of Gurbanguly Berdimuhamedov during the Gabala summit. This event further underscored the strategic importance of cultural and humanitarian cooperation.
Additionally, Azerbaijan’s admission as a full member of the Consultative Format of the Heads of State of Central Asia at the summit held in Tashkent in November 2025 introduced a new element to the region’s cooperation architecture. The invitation extended by the National Leader of the Turkmen people, Gurbanguly Berdimuhamedov, to the President of Azerbaijan to participate in the next summit in Turkmenistan in 2026 demonstrates Turkmenistan’s open support for our country,” the Ambassador stressed.
He also recalled that President of Turkmenistan Serdar Berdimuhamedov congratulated President Ilham Aliyev during the summit.
