USAID Competitiveness, Trade, and Jobs (CTJ) Activity in Central Asia is implemented by DAI Global LLC from October 2016 through December 2021. Background:

The goal of the USAID Competitiveness, Trade, and Jobs (CTJ) Activity in Central Asia is to increase the competitiveness of Central Asian economies in order to increase the exports horticulture and transport and logistics sectors that operate regionally, to reduce the time and cost of trading across borders, and to create or maintain jobs whenever possible. The activity is implemented in Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan by interacting with businesses, trade authorities and governments in these aforementioned countries.

Responsibilities:

The Financial/Administrative Officer will report to the Country Director in Turkmenistan. The Officer will be responsible for maintaining and ensuring smooth office operation, organizing conferences and study tours, contributing to Project management planning and reporting.

The incumbent will:

  • Be responsible for cashier operations, and disbursement of funds;
  • Review, reconcile, and evaluate in timely manner receipts, cash advances, bank balances, monthly ledgers, budgets;
  • Make timely payment of various bills, prepare monthly expense reports;
  • Be responsible for recording and assigning costs based on the approved budget in the field accounting system;
  • Develop event/activity budgets and ensure the expenditures are reasonable and justifiable;
  • Maintain updated and accurate F&A and programmatic filing system;
  • Provide administrative assistance to Field, Regional and Home offices in staff recruiting and fulfil other back up Human Resources (HR) functions;
  • Keep Field, Regional and Home offices informed of on local banking, labor, migration, taxation and HR issues, as well as to stay up to date of local legal and regulatory environment;
  • Coordinate, maintain, and process payroll timesheets, travel reimbursements, and purchasing documents;
  • Identify qualified local vendors and coordinate the selection process;
  • Maintain an Inventory list of office furniture and equipment;
  • Ensure sufficient stock of office supplies;
  • Provide logistical support: registration of foreign/regional advisors/visitors with relevant Turkmen Government authorities; make hotel reservations;
  • Purchase airway tickets for Project staff and International/Regional advisors;
  • Assist in withdrawing cash from the corporate bank card;
  • Perform other related activities requested by CTJ Country Director.

Successful candidates will have:

  • University degree in accounting and finance or relevant disciplines;
  • Five years working experience in financial and administrative positions in international organizations or donor agencies;
  • Excellent interpersonal, communication and organizational skills;
  • Fluency in English, Russian, Turkmen;
  • Advanced computer skills, including good working knowledge of MS Office application programs and advanced knowledge of spreadsheet and database packages;
  • Attention to details, self-confidence & ability to work independently.
